SMSPK subscribers (attribute certificate)
REGISTRATION OF AN SMSPK SUBSCRIBER BY ISSUING AN ATTRIBUTE CERTIFICATE FOR PARTICIPATION IN E-PROCUREMENTS ON BUCE’S ELECTRONIC TRADING PLATFORM
(SMSPK – State Management System of Public Electronic Digital Verification Keys of the Republic of Belarus)
IMPORTANT! BUCE does not register SMSPK subscribers with EDS issued for a branch (business unit)!
Branches (business units) are not legal entities and cannot participate in in E-procurements on BUCE’s electronic trading platform.
To take advantage of this service, get registered on BUCE, and obtain an attribute certificate, please, follow the steps below:

Contract for payment through treasury
Should your bank or treasury request a BUCE-signed contract in order to process the payment, please save, fill in, and print the required contract. If payment is made under this contract, submission of its original copy to BUCE Certifying Authority is mandatory!
The service includes:
- EDS-related advice and a complete check of submitted documents.
- Identification of parties to a financial transaction in accordance with Art. 8 of the Law of the Republic of Belarus dated June 30, 2014 No. 165-З “On measures to prevent money laundering and financing of terrorist activities and proliferation of weapons of mass destruction”.
- Generation of an electronic package of documents;
- Issuing an attribute certificate (this certificate can be used on E-procurement platforms managed by BUCE’s and the National Center for Marketing). For state-run companies SMSPK-issued attribute certificates are provided.

3. Prepare and scan the following documents:
Residents of the Republic of Belarus
- Copy of the bank transfer order confirming full payment for the rendered service;
- Copies of pages from the legal representative’s passport containing his/her ID details, address and (or) place of temporary residence;
- Letter of attorney for the legal representative (not required if the certificate is issued to the CEO). Please, take notice that the certificate is issued for the duration of the letter of attorney but no more than 1 year; we recommend that the letter of attorney duration is at least 1 year.
- Copy of a state registration certificate;
- Document supporting the authority of the company CEO.
! In case of any changes in the legal address, legal entities are to submit a supporting document (a page from the Articles of Incorporation containing a valid legal address or a notice confirming the fact that the legal address has changed).
IMPORTANT! Please make sure that you mail the original copy of the letter of attorney to BUCE after the service was rendered. The mailing address is as follows: Belarus, Minsk Kazintsa 2-200 Notice. Please be advised that the attribute certificate is issued for the duration of the letter of attorney (but no more than 1 year) and cannot exceed the duration of SMSPK certificate.
4. Enter the Personal cabinet and upload the required documents for preliminary review:
Make sure that SMSPK digital signature (USB key, or flash drive) is plugged into your PC with pre-installed SMSPK software
Important notice To order the service via the Personal cabinet, EDS authorization is required (SMS authorization is used for ordering other services).
