Auction Documents — documents provided to a participant for preparation of an offer for participation in the electronic auctions for commodities (works or services) with reduction of their price.
Auctions — stage of an e-auction, when the initial price of the e-auction decreases.
Bid — offer price of the admitted participant at a given moment of the auctions obtained after his activities for reduction of the e-auction initial price.
Committee — a panel created by a customer (an organizer) during the organization and holding of open and closed tenders, e-auctions or procedure of quotations requests.
Commodities — things, other property (including property rights) and exclusive rights for the results of intellectual activity (except money, securities and currency assets).
Current Bid — final price of the participant's offer at a given moment of the auctions.
Current Price of an Electronic Auction — cost of procurement at a given moment of the auctions.
Customer — legal entity or an individual entrepreneur receiving budget funds and/or state non-budget funds to buy commodities (works and services) and making the purchase, including purchases via separated department of a legal entity (including branch or a representation office) which is authorized by its CEO to buy commodities (works and services) for budget funds and/or state non-budget funds on its behalf; and other legal entity in cases determined by the Council of Ministers.
Electronic Auction — public procurement type; a transparent and competitive method of choosing the supplier (contractor) for public procurements at the electronic trading platforms.
Electronic Trading Platform — informational trading system for holding e-auctions. Access to the system is provided via web-site in the Internet.
Estimated Cost of a Public Procurement — cost of a subject of a future public procurement (in view of the market situation for the procurement subject), including estimated total amount of payment to the supplier (contractor) from the customer for delivery or any other type of purchasing commodities (fulfillment of works, rendering services); value added tax and other taxes, levies (customs), other obligatory payments, established by the state and paid by the customer due to the public procurement.
E-Trade Platform Operator — legal entity operating the e-trade platform.
Homogeneous Commodities (works and services) — commodities (works and services) of the same subtype in the National Classifier of the Republic of Belarus “Industrial and agricultural products”.
Initial Price of an Electronic Auction — estimated cost of a public procurement or the lowest price of the offers of participants, admitted to the auctions. Starting from this price, the admitted participants can make their bids during the auctions.
Margin of Preference — provision of an advantage to the commodities (works, services) offered by the participants during the assessment and comparison of the offers.
Offer — a set of documents of a legal entity, an individual or an individual entrepreneur participating in public procurement as a potential supplier (contractor). The set of documents allows the participant to supply or sell commodities (fulfill works, render services) under the terms of public procurement established by the customer.
Official Web-site — web-site in the Internet determined by the Council of Ministers of the Republic of Belarus for publication of the information on public procurements and legislation acts on public procurements.
Opening of the Offers — provision of access to the offers in the form of e-documents or opening of envelopes with offers on paper.
Organizer — legal entity performing on behalf of the customer some of his functions of organizing and holding public procurements.
Participant — legal entity, an individual or an individual entrepreneur participating in public procurements as a potential supplier (contractor).
Personal Key of Electronic Digital Signature — sequence of symbols owned by a particular company or an individual and used for development of an electronic digital signature.
Public Procurement — procurement of commodities (works or services) financed either wholly or partially by budget funds and/or by state non-budget funds, and fulfilled by their recipients.
Step of Electronic Auction — initial price reduction value during electronic auction. The value is determined by the Council of Ministers of the Republic of Belarus.
Subject of a Public Procurement — commodities (works, services) determined by the customer (organizer) to be bought within one public procurement procedure.
Tender Documents — documents provided to a participant to prepare an offer for participation in open and closed tender.
Winner-Participant — participant whose offer was chosen best during the assessment and comparison of the offers.
Works — activity with tangible results that can be used to satisfy the customer's needs.
