ACCREDITATION

Accreditation means registration at the Exchange on the basis of contracts on exchange service, the recognition of legitimacy and powers to participate in the auctions. Accreditation is given free of charge and is possible for both legal and natural person.

It is possible to take part in the auctions independently or through intermediaries (exchange brokers).

According to the Rules of exchange trade foreign legal entities can take part at the auctions only as visitors of the auctions (i.e. to make transactions at the Exchange on its own behalf and at own expense).

Accreditation can not be separated from the registration by participants of exchange trade of its traders. Initially, traders are registered by participants of exchange trade at the time of accreditation, as submitting documents for registration of a trader is a prerequisite for accreditation. In this case, a visitor to the auction for the entire term of the contract on the exchange services must have at least one trader. That means that for accreditation, visitors of the auctions must provide documentation of at least one trader. This does not prevent subsequent registration of new traders. Maximum number of traders is not limited.

Individuals who are in labor or civil legal relationships with by participants of exchange trade may be registered as traders on the exchange. One natural person may be registered as a trader for only one participant of exchange Trade.

Those entities that for various reasons cannot or does not wish to trade at the Exchange independently can contact an exchange broker. In this case it is not necessary to get accreditation at the Exchange because the chosen broker is already accredited and will make all necessary actions on goods purchase/sale in favor of the client.

Legal and natural persons involved in entrepreneurial activities in the prescribed manner, provide:

  1. Application form:
  2. Application form for Legal person - nonresident of the Republic of Belarus
    (visitor of trades)
  3. Legalized extract from the commercial register of the country of the applicant, containing information on registration, legal address, powers of officials of the applicant, with translation into Belarusian or Russian (the translator's signature must be notarized in Belarusian or Russian)*, since the issuance of which passed no more than one year
  4. Contract for exchange services for visitor (Annex 1 to the rules of exchange trade), signed by an authorized person of the applicant, 2 copies
  5. Legalized power of attorney to the trader (Annex 8 to the rules of exchange Trade) translated into Belarusian or Russian (the translator's signature must be notarized in Belarusian or Russian)*
  6. Copies of trader’s passport pages, containing the identity of the individual (the original passport must be provided for verification)
  7. To get access parameters to the trading system, trader is required to fill Form of accounting of access parameters issue

* Note: The translation into Belarusian or Russian language shall be for the whole document (extract, power of attorney), including its details (stamps, seals).

In the event that an agreement on exchange services for visitor signed by an authorized person by proxy, additional legalized power of attorney should be provided.

Legalization of documents:

  1. For countries that joined to the Hague Convention of 1961, abolishing the requirement of legalization for foreign public documents, it is necessary to put a special stamp on power of attorney and extract - Apostille. For further legalization of the documents (extract, power of attorney) must be translated into Belarusian or Russian, the translator's signature notarize in Belarusian or Russian 
  2. Documents certified by a stamp, which are intended for use in countries with which Belarus has concluded treaties on legal assistance (Poland, Lithuania, Latvia, China, countries of the Commonwealth of Independent States, China, Czech Republic, Hungary, Cuba) does not require legalization. Statement must be translated into Belarusian or Russian, the translator's signature notarized in Belarusian or Russian. Power of Attorney must be certified by a notary, that is, head of the company before a notary public shall place his signature on power of attorney and, the notary certifies the credentials and authenticity of the signature of the Principal. Notarized power of attorney must be translated into Belarusian or Russian, the translator's signature notarized in Belarusian or Russian
  3. For countries that  had not acceded to the Hague Convention and had not signed agreement on legal assistance with the Republic of Belarus, legalization of documents provided at the Consular Department of the Ministry of Foreign Affairs and consular establishments of the Republic of Belarus

Information on procedure of legalization of documents can be found on the official website of the Ministry of Foreign Affairs of the Republic of Belarus.

Accreditation of visitor of trades carried out within 5 working days from submitting the entire package of documents. After this period the applicant may personally or by telephone obtain information on accreditation and registration number and registration number of each of its traders.

It is possible to register a new trader within 3 working days from the date of filing the necessary documents to the department for accreditation and admission to trading.

In the event of early termination of powers of the trader, participant of exchange Trade shall no later than next day after the termination of the powers, inform the exchange in writing form by sending a completed application form to terminate the powers of trader.

Reception of documents is the department for accreditation and admission to trading from 9:00 to 16:30 Monday to Thursday and from 9:00 to 15:00 on Fridays.
